This song has an elusive meaning, but to me it reminds me of when I was a child. In the evenings the adults would sit around and talk or gossip about the news of the day. Naturally, it was time for children to get ready for bed. And naturally a child wants to hear a story before going to sleep. But, usually they would have to bathe before going to bed, that would explain the "soapsuds green like bubbles". Oz and Galahad were stories in books like the ones that "waits among the shelves". "Smoke glass stain'd bright colors" is too ambiguous, but for me it reminds me of my grandparents who would smoke cigars after dinner, and as a result the small glass panes around the light fixtures would become discolored and reflect light like a prism if you looked at them at an angle. I couldn't for the longest time understand the phrase "cause never was the reason for the evening", but looking back on it, I suppose it reflects a child's lament of being told to go to bed or get ready for bed, especially when the adult conversation was just getting to be very interesting.
So, yeah, to me it's a song about childhood bedtime.
Which, as I get older, seems more and more a magical time that like this song I fondly remember.
