It's a song about a simple time, when he was at his prime, and what he remembers the most is having a fun haircut, which is nowadays ridiculed, it is a way for him to state how much the world around him is growing, and how his children are now growing from his babies to girls to women, and there is nothing he can do, and how he wishes he could go back to when he was a boy, when there weren't many rules, there weren't many buildings, and things were simple and peaceful, he also mentions the change in music, how it has almost evolved or devolved into something unrecognizable and the old time values that artists held as being role models is now gone, and people are loosing their inhibitions, the camero represents capitalism, as in back in those day, it didn't matter what kind of car you had, the cool part were the fun retro style dice in the mirror, nowadays it has all become about the 'style' of the car, rather that what it can do. Basically he wants his mullet back, or rather the decade when he had it back!
