    I think the words are a reflection on aging. We baby boomers (and our icons like Jimmy Buffett) are seeing that we're moving into the "later years," that, as a friend told me a while ago, all our long-term plans are becoming short-term plans. We have often accomplished a lot, but as often had bigger dreams or aspirations that were shelved and never come back to. "Powers chatter in high places, stir up eddies in the dust of rage" seems like a comment on the frustrations that the requirements of life have made us miss dreams. Hence, rage. Not as in anger with anyone, but a general anger at the requisites that have replaced the aspirations. "Sunset is an angel weeping, holding out a bloody sword." Sunset of years, a variant image of the reaper who waits for us. Make the time as good as we can!
